Uploads the binary content, then registers its key, MIME type, and byte size with BGOS. MIME type defaults to application/octet-stream when absent. Requires configured BGOS API credentials; failures stop the operation unless Continue On Fail is enabled, in which case the output includes success: false and an error message.
